The DocBook DTD was developed specifically for computer software
documentation -- that is, user manuals and programming references. It
has emerged as a standard DTD in the software industry.

This package includes the 2.4.1, 3.0, and 3.1 versions of the DocBook
DTD.
I haven't had any problems finding 3.1 -- maybe it means grabbing the
latest [sgml-base; sgml-data; docbook] packages from frozen?
