Of course a new HOWTO is always welcome.
Please write it in linuxdoc or docbook format then submit it to ldp-submit@lists.linuxdoc.org for a relecture.
It will then be processed and available in the different formats.
Choose your license wisely, I recommend the GNU Free Documentation License.
