Please, do change this line to:
<!doctype article public "-//OASIS//DTD DocBook V3.1//EN">
^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^
The above line was telling your system to use DocBook V3.0.

And then, after all that, don't forget the
